Is there an area with no kingdoms?

For some reason my newbie characters are not getting buffs even when they're in a kingdom.. no idea why that's the case but it's good for practice

you get max bonus equal to you current lvl. so if you have skills 2 you can maximum get bonus 2, for a total of 4. maybe this is currently the issue?

I know that's how it works, but I'm not getting any bonuses at all, even to my stats (str etc) even though the list of buffs have a lot of stats on them

Same thing happened to my noob character too, and then suddenly the bonuses applied. I am guessing the realm authority dropped to nothing because the players have all quit, but temporarily went up because someone logged in and their desk instantly used up a big bunch of high q curios.
