I'm sorry but I don't understand you answer. In my case, could I teleport between 2 ends of a milestone being in my base and an outpost. Could I do it with both having pali gates closed ? Like safe travel ?

no. you would stop at the gate, even if it was open. you could walk outside it, and travel along the path again at the next marker to the next gate.

When you say travel is it teleport or walk ? I'm asking because this would be time saving and really safe, it seems OP so I'd like to know exactly how it works before building one myself. Thank you for you time and answers :]

With the waylaid flag, you can travel to the end of the road instantly, ie teleport, from the next marker that isn't blocked.

Question about combat : my goal is to tame a horse, got 30 ua and 30 melee, parry and sheild up discoverd, got a sword.
When I read advices I always read about UA, and it seems I need 70 UA to tame a horse.
But parry and sheild up looks like better moves than UA for me, so cant I just go 70 melee ( 30UA + 70 melee ) instead of 70 UA ?

Yes, you can completely skip UA and go straight melee.
The classic full melee deck is as follows: Sting, parry, shield up, zig zag (or something else, it's personal preference) and take aim.
