Could be both. Will to Power is a very early skill most people acquire so they can fight and buy Yeomanry.

I might be wrong but is there a small chance of getting mirkwood from a tree? I felled a tree and got the discovery and new recipe when I chopped blocks from it. But yes, the blocks of wood from hollow logs is mirkwood.
