Bushes work like trees. They require decay hits to regrow. There's a couple of watch threads on this on how quickly they regrow. Remember that they have smaller hit boxes than trees so can take a while.

so the only way to grow a bush with the planters pot is with the herb table? you cant just leave it in the pot outside?

Same for tress. If you want to plant more, you need to use the planter's pot/herb table combo.

So if I plants a bush on my claimed land, and my claimed land things don't decay I can't get new berries from those bushes?

Shrubs are subject to the same "growth" mechanics as trees. If you're familiar with old haven, though, you know how long it could take for mulberry trees to regrow materials. Shrubs may have even smaller hitboxes.
