Yes it does. After about a week most of the leveling done for my wall has turned back to grassland.

I've seen people paving, and some not paving. I haven't paved anything, and before I moved to a new location, nothing had decayed (kilns, oven, house). I was only there a couple of weeks, though, long enough for me to get a collection of seeds to move on to somewhere a bit more remote.

as long as it's on claimed land, nothing will decay (only thing i'm not sure about is brickwall).
