Hmm, it appears as though it does not soft or hard cap the crop upon planting...

If your farm skill is very close I think maybe you can not tell since crop has some random chance. Example you plant seed quality 50 with skill of 48, it is capped to 49 but rolled to get +3 quality so crop is 52 as planted. Do you try this with farm skill very lower than seed quality?

I killed a squirrel and found it to be quality 3. I than picked up one killed by a fox and it had quality 20ish. Why is that?

Your Survival skill is crucial in determining the quality of stuff you forage, kill and receive in most of other ways. It hardcaps the quality of your loot (if the quality of an item is higher than your Survival, it becomes equal to your Survival).

Base level for a squirrel is 10. I.e. they can't go lower than "10 10 10" except when your Survival is lover than 10.

So, the squirrel you got yourself was softcapped by your skills and it's quality lowered. The one that got killed by a fox, however, har it's corpse quality determined by that fox.

Critters' levels fluctuate quite a bit, depending on the area. There are higher quality "nodes" of animals and lower ones. I personally know of a small island (2-3 mapgrids across) where Rabbits spawn as high as q52 (!). Also, there is a speculation that critters (especially squirrels) killed with a Punch combat move before collecting tend to be of higher quality than those simply picked up, but I believe this to be an urband legend.

Minor correction picking animal (squirrel, rabbit), forageable (taproot, blueberry, etc.), and raw resource (dirt, clay, water) are hardcapped by survival, not softcaps. So if you have 3 survival any of this things list will be picked by you as quality 3, regardless of its actually quality.

I assume you mean Brimstone. It's used to build and repair catapults and battering rams. Also it can be used to "repair" village shield.

Whether or not you can sell it will heavily depend if somebody has need for it right now as brimstones decay over time, lasting around 3-5 days.
