you did it correctly, fed a wild sheep a clover and with axe or sword equipped right click for flower menu, if one did not appear then it may have been sheared prior to you finding it.

Are those little bottles on beaches randomly generated or actual items people have dropped into the water at some point?

If someone drops a slave key, bond of blood and soil, master key, or any other nameable item in water and it eventually washes up, does it keep it's name when it is found or is it reset?

Actual items people drop is washed up. Keys keep name. I do not know if bond will.

The only time quality matters for buildings is if it is used as a part of crafting. Even then, some buildings used in the crafting process may not matter. example: fireplace

I'm going to specify it even further: there are buildings that in fact have quality, but that quality doesn't affect anything (at least, for now). Example: Alloying crucible.
