I have a village covering all my old personal claim. Sadly, my Pclaim idol stands in the middle of the only area, where Great Hall fits perfectly, so I'm thinking about removing it.

by pclaim idol I assume you mean the personal stake claim

Both Lawspeaker of the village and Pclaim owner is the same person. Should I be worried about some consequences?

Are you a member of the village? If yes then you have nothing to worry about, if no then that personal claim is what is giving you access on that village claim and removing it would remove your access.

Also, how can I extend my village down below to L1-L5 mine? Just by building the banner? And if so, can I then remove pclaims from mineshaft freely as on ground level?

The village claim needs to cover the cave/minehole above ground at which point you can extend just inside the cave/minehole with a banner.

Is it possible to install a lock on a large chest?

I found the large chest and I can open it without a key despite the fact it cosmetically has a keylock on it. Tried to install a lock on it and wasn't able to do so.

Does one have to be a member of the Hird to wield such swords?
(It seems only Hirdsman's Helmet and Hirdsman's Cape require it).

Currently only one bow. jorb has a list of items that haven't made it back in yet, but I'm not sure it's 100% up-to-date with some of the most recent patches.
