How do I join a realm chat? One left a runestone near my hermit claim saying that I should join their realm chat for further information.

If they didn't leave specific info, there's nothing in-game for this. It's likely skype, IRC, discord, or other chat/voice service.

Does coal quality matter when forging blooms into wrought iron via finery forge?

Blooms are hardcapped by forge and coal q.

Apologies as this may have been asked before but my search didn't come up with anything and the wiki doesn't have much information on it:

Can someone explain how Charter Stones and Sublime Porticos work in detail? Should I be placing my charter stone outside of my walls? Can I teleport directly from Charter Stones or are they only one way and I have to use a Sublime Portico to get to them? Should I be placing a Sublime Portico near my mines and a charter stone near my base, is this efficient use of it? Are these mostly for bringing in new players to the village/trading with other villages?

Hardcapped? Pretty sure I've been getting q120ish blooms from my q70 forge

This is up to you. Charter Stones give the visitor debuff when anyone enters via it (when appropriate). You should have some sort of gating system for security reasons to keep anyone from entering your main keep. People will find bugs to break your stuff. If you don't have the area secured, it's a risk if a bug is found.

For directionness, charter stones are bi-directional. Porticos can only go out to a charter stone. You need to hearth back if you only have a Portico.

The portico is really just a "poor man's" version of the charter stone. There's no need to have both. You can only build them on a village claim. If I recall correctly, there is a limit to the number you can build on the claim (1?), but I may be mistaken there. Use roads for traveling in the same general region.
