If I remember correctly, there was an update that made store hats tradable. In that case, could I bind to my account (place in hearthfire) a store hat bought in-game?

There's no specific "tool belt" afaik. Instead, make a Poor Man's Belt (1 tool slot) or Hunter's Belt (2 slots)

There's already two belts in-game and that's where the toolbelt is. There's the Poor Man's Belt which has one (1) toolbelt slot and the other is the Hunter's Belt which has two (2) slots.

I'd say that sounds like a bug of some sort..

If I have unspent LP in my study, will my claims just pull from that to maintain the shield and what-not?

No, they won't. You'll need to visit and refill the claims manually if you want to spend LP directly

Ok...so, the personal claim wiki page says: "...put your bond in your Study Report, which gives your claim a free Presence point for every LP you earn, without using it up." I have to study things continuously in order to keep my claim up?

Not continuously as it degrades very slowly but yes. Just keep an eye on your bonds and top it up as needed
