How to use it, where i can turn it on or what?

Put a container into the hotkey (any really) and it will autodrink from the container whenever you have no stamina, and need stamina to do a task, for exampel digging and building.

For some tasks it does not work (like for digging stones from a mountain)

Don't use waterskin in ground-leveling though. It will dig&drink for signable period of time, while most digged out soil will get back into the ground.

I was trying to live far away from Dis, but now I realize that Dis IS EVERYWHERE. So I wonder if there is a penalty of sorts for living within its borders. I bow to no king, and with a realm so big, I truly doubt anyone bothers to check if everybody is paying the rent.

You're automatically paying rent to them by studying curios, because it gives them authority which is a mechanic that lets them do positive things for themselves.

You actually get bonus for living within their realm but if you bow to no king you'll just get sieged as I'm pretty sure the majority of them gets off on having authority over people on their realm.

Eh, last time I checked realm authority gain was tied to experience points gain. It isn't tax or rent that you have to pay but rather a bonus you contribute to the Realm. You get 100% of the experience you would get without realm but realm gains authority equal to experience that you earned.
