In that case, if there are multiple data-type parts that are potentially undergoing major changes, it make more sense to me to currently use a global "data-transition in progress" message. And wait a bit until its more clear what parts are most effected.
Alternative I could (or also) drop some general message to all main-pages (like with that Legacy message back than), which than could be removed by RoB-users when a page, content & data wise, was checked against potential W11 changes. Sound potentially nice, but in practice ... I'm not sure if that would work that well. ... (will need some additional thinking/feature ... )

If you ask me, I don't know as I have not spend that much time on/with cheese pages. If the data is stored in page-text form (versus property data) ... re-direct/[[link-up]].
If needed, data could be moved around if deemed useful to consolidate it (and its not yet active stored as properties). (Moved, not Copied. To prevent the inevitable data inconsistency)
