The wiki says that palisade sections can be build on ground +-3 units in height. Does this mean that each section can be 3 units higher/lower than the section next to it, or does it mean that the ground under the entire wall can vary by 3 units?

Its 3 units per section. If you build the fence one segment at a time you will be able to vary the height a lot more than building longer sections

Where do you find green kelp? I am needing it for my credo quest and I have searched the waters high and low.
my exp*per is ~2500. Is that a high enough level to see it?

its in the water along the shoreline very similar to how you would see clay or clams along the shallows. Its just a big pile of what looks like lily pads.

What does mean "score a bull's-eye on an archery target" (Hunter Credos)? I can't unambiguously interpret the first part of the phrase.

bulls-eye is hitting the center of the target, ie the maximum score possible in one shot in archery, darts, and other "target" games. http://www.dictionary.com/browse/bull-s-eye?s=t
