Could be a swamp.
A picture might help to say for sure.

e: when paving, you can see how it doesnt cover all the tiles for some reason. Doesn't seem like swamp.

you cant dig pavement, and you dig where the corners meet, not in the center of a tile.
use Stomp to Dirt instead

Hey, I was talking about inbetween the pavement, can't pave that tile for some reason.
Stomp to Dirt and paving shows this:
You cannot do that on the selected terrain.

Alright.

So you can only pave on 'easy' terrains (ususally ones you can sprint on) or dirt. some terrains let you stomp to dirt, others require you to dig. this terrain requires you to dig up some dirt. you however cant dig near pavement, so you're going to have to stomp the pavement to dirt in order to dig and remove more terrain.

refer to the image: red boxes are where your character can dig to clear the terrain, but the pavement is blocking it

Yes, this ... just plough the squares you want to pave. :)

Let's also mention that with a metal plow, it's much faster and more convenient than digging up and dropping dirt back down.

In case the advice seeker isn't aware, don't leave plowed tiles next to dirt tiles... plowed tiles will spread like any other for some reason. This isn't intended, but has not been fixed yet.

do natural grass tiles also spread?
if so, approximately what is the growth rate range?
