This is my understanding on them. I don't claim it to be accurate. I'm looking at this from a design view and how I might do a similar system based on what is known from the patch notes and a few things I've seen mentioned.
- There is a global pool. At certain intervals the node pulls from that pool. Items are then available at the node to be harvested. The intervals should be a fixed time as I thought I had read they were random, but was corrected by loftar.
- Pulling from a node doesn't deplete items already distributed to other nodes.
- The global pool regenerates at a certain rate per day. When a node pulls from the pool, it gets so many resources; not sure if this is a single at a time, a fixed value, or can be random. This means the global pool can potentially be depleted.
The last might be why people aren't getting new items right now. The regen rate is lower than what people are consuming from nodes, and they're having to compete to get that limited resource.
I'll see if I can keep this post updated and move it to the wiki as we learn which parts are definite and which are still assumptions/presumptions.
