If something is hardcapped by a skill then.. Say you craft a stone axe, hardcapped by survival. You have 6 survival and it's q10 and q10 stone and branch.
The quality of the stone axe will be ( (10 + 10) /2) + 6 )/2 Resulting in a q8 stone axe.
Forragables are hard capped by survival. So if you attempt to pick a q30 stinging nettle with 6 survival it will end up q6, but it for try to pick it with 45 survival, the nettle will remain q30
