There's jorb's explanation of the what extra "rummaging" covers. A few things did get moved, some from trespassing, others from what would have been potentially theft or vandalism.

Not any more so than any of the custom clients. The server only reports in 25% increments. On the standard client, buildings that have taken damage just start turning redder.
Buildings, for the most part, don't care if you pave under them unless the terrain requires you to. At that point, I'm not sure if the loss of decaying tiles will accellerate a building's decay or not, as it implies no active claim. As long as you have a claim, nearly all buildings will be safe from decay. (There are exceptions that will decay any time outdoors.)
