As a Realm you can use "From the Public Coffers" to funnel XP into a character, XP farms, (broken) questing with high Charisma - or a combination of these.

Best plan is to use an alt (that dosn't have permissions from the claim) to test it. You likely don't want to set more that trespassing as everything else would lead to redecoration of the area.
