Rocks have their own biome I think. Running theory I have is that if you see no boulders, you're in a "metal spawning zone". IF you find a boulder it'll be a metal ore. But they spawn so infrequently you can walk for an hour without seeing a single stone.

This isn't at all related to the terrain biome though.

I can't lay stone, lay brick, stamp to dirt. It's in my claim (on the border), it's perfectly flat. What am I missing?

Log Cabin -> Timber House -> Stonestead -> Mansion in terms of space progression.

You need to inherit your old character's gravestone at the character creation room. This will give you ownership of their old properties. No one can act on the lands because privileges were assigned based on the owning character's kin list and they're dead now so they don't have a kin list anymore. Once you properly inherit, kin, and provide rights to people they'll be able to do everything again.
