Do bladderwracks still exist? I'm on my very last forager credo quest and it's the last thing I need. I've combed every beach on my map with 1650 per*exp and haven't seen a single one? Are they regional / seasonal?

Just unlucky then, I guess? Unless they only spawn on certain continents, which I doubt.

I see these most near rocky ocean biome. I think they are rare in any other area.

Are certain resources local beyond biome? Laurel trees, for example, spawn in Red Plains (according to RoB), and I'm surrounded by Red Plains. Never seen a laurel tree before. Do I live in a laurel tree-less area?

For trees at least, yes. You will see clusters of certain tree species, which means every area of the same biome has some local variation to it.

You find that out the hard way when doing lumberjacking.
