If Compost Bin just sofcaps the mulch as the wiki page claims, then it would be 50Q.

It's roughly 25-30% damage to travel 18 minimaps on a Q20 snekkja (I don't think Q matters for this, but just in case). There are definitely areas you can cross to the west that are <20 minimaps.

Large boats will be fine. Same with docks. You can't remove these, which is why they'll be fine. Unless someone else says otherwise, I'd play it safe with fishing nets and pull them.
