I just harvested hemp that has 7 quality difference with the seeds I planted: it gave me q63 fibers, and q70 seeds, meaning that was a +7 quality roll. I thought +5 is the max roll: is that not the case?

Nope, that is still the case.
Planted crops can now a days also gain some additional q change later on. (well, at least one time for non-trellis crops.)

it's the catch up mechanic for casuals at play.

If you don't harvest for a while it gains some q , introduced many worlds ago

Got this issue where if i attempt to expand my village claim by placing a new banner on a 3 day old banner, it tells me its "already ruled"
asked my fellow villagers and we assumed that either it hasn't dried or its some bug, so i wanted to get your opinions before making a bug report.

Things of notice
-Most notably is the error message, which i dont recall appeared last world. if anyone can corroborate i would appreciate it.
-from the village claim, this is the 3rd banner away from it [C]-----[B]-----[B]------[BX]
-it was built using primitive cloth
-This banner was built before the manual season change jorb did to have winter season correspond with real life christmas
-Nothing is underneath in the 1st cave layer, only blocks of stone

I remember it always being Q10, if you don't find it after trundling around for a bit I'd say that's how it's gonna be.

Snow can be stockpiled in a cellar and snow can has a quality field if that's what you're after.
