How can I be starving and full at the same time?

Help - my energy is really low (percentage lightning bolt bar at top of screen), but my food bar (in character menu) is full so I can't eat anymore or move...

I don't know the answer, but I wonder if it takes time to digest food now

The food bar being full doesn't prevent you from eating or moving, though.
