Rounding

Hello my dear devs.
Today, when i was talking with my friend about your rounding, he asked me a question that i can't answer without your help.
So, there is that question:
"If i will get item with debuff that equal to -3.5, final debuff will be -3 or -4?"

It will be nice if you ask on this little question.

By default everything rounds down when it comes to skill increments.

It was in old HnH, but now we have normal rounding for all values, and answer only depend on method with what they store it
