Can someone please tell me how survey works?

I placed a flag and the slider only moves up/down for terrain height. I can't figure out how to expand it to encompass multiple tiles. Can someone tell me?

you press survey then drag it over multiple tiles, the flag will sit in the middle then you click 'make level' and it will take all the dirt from the high place and move it to the low place, any remaining dirt goes into inventory

Multiple people can use the same survey. Once you start working, close the interface window and you keep working. Another person can then use the flag and help.
