Yes, this is working as intended. Structures gain damage soak over the course of 3 days, so for the first 24 hours a new character can bash a palisade wall with just a stone axe and a bucket of water.

Then become friends with the Russians. Most of them are actually quite easy to get along with.

Put a palisade on a claim and you get even better protection. Add a lock on the gate and bam, you're immune to most people for now. =)
