Bear Cape Rec?

What is required to make the bear cape?

I finally managed to kill a bear, and got two hides and three teeth.

I Unlocked the necklace but did not unlock the cape. Am I to dry the hide first? And what is the recipe? Is it the same as the previous haven? 2 teeth and a hide?
