1) As I've noticed, quality of clay is hardcapped by survival. Does it mean having 20 survival will always outcome in digging q20 clay? How do I ever get high q clay?

2) Is there a way to discover an item (and all of it recipies) that was already discovered by other player? Its kinda weird when cook with decent cooking cant make food of foragebels found by another player with decent exploration cuz it wasnt him who gathered it.

That's pretty unfair, yes. I asume it's not the best time to remake exploration system, but this might be someday in the name of teamplaying.

Last world you could use a barter stand to get discoveries of items you hadn't found yourself.

Clay q is hardcapped by node q and survival.
Every tile has a given quality, and if your survival is lower than that you will get your survival quality, however if your survival is higher then you will get the quality of the node.

No. You need to find a spot where the map actually produces clay of that quality.

Not at present, at least.

Still seems weird that a cook can't make a soup from a rare mushroom because they don't have the exploration to see it.

A lot of cooking recipes need perception tho, so at some point that cook will find whatever is needed to learn the recipe. Its just a matter of when

It makes sense though. How are you supposed to cook when you don't even know what you're cooking with?

Personally, I have never slaughtered a cow and butchered it for its meat. I can still cook a steak fine though.
