Wait, I noticed my sheep was in combat stance like 12 hours after or so. There is a limited window of time for this, the sheep kind of crouches down with legs splayed in combat stance when it's ready for a fight.
Attack the critter. Damage until it yields (unsure what this looks like, sheep whupped my ass) and don't hit it any more at this point lest you reset the tame. Wait and repeat.
After several iterations of this it will be tamed.
