Leveling not working as it should?

I've noticed that leveling an area from a survey stake does not give you dirt as it did for me a while ago. Was this removed, or is this some kind of bug/glitch?

it automatic puts the dirt where it is needed so as long as u have land that needs to be filled it will place it there instead of your pack
