Crop stages of carrots?

I just planted my carrots yesterday. They have just switched stages and are now ready for harvest. However, does this mean I missed the stage for harvesting seeds from them, or do I have to wait an extra stage for them to get the white puffballs on their leaves?

First Stage (just green stuff) is unharvestable
Second Stage (carrots visible) rewards you with 1 Carrot
Thrid Stage (white stuff / seeds on top) gets you 1 Carrot and 10 Seeds
Fourth Stage (huge leafs / no more white stuff on top) results in 2 Carrots
