How do I ... bury stony ground?

I've been digging and landscaping with the Survey Land tool.

The original plan was to cover a patch of stony ground with the dirt gathered from digging/flattening.
It seems that I can't bury that patch of rock under a layer of freshly dug up dirt though. Once all the uneven dirt portion of the landscape have been flattened, the stony bits don't get covered. I just keep digging, filling my backpack with unused dirt.

I may be able to cover the patch of stony ground one tile at a time with the dirt I have in my backpack, but it seems that the Survey Land tool can't do it.

Is that correct?

(Trying to use the Survey Land tool to cover the "rock"/purplish portion with the "dirt"/brown portion).

You do not, presently.
