Innate hardness is based on the level you're mining in if it's the same as it was in Legacy. Cave/Level 1 is still going to require 10 str minimum and otherwise be dictated by the hardness nodes in the area regardless of the stone that you're mining.

Beginner ores are Heavy earth and Ochre which both can be done with Q10 str10 if there isn't a nasty hardness node on it.

I think that's not true. I have noticed gradual change in hardness within the same rock layer.Beginner ores are Heavy earth and Ochre which both can be done with Q10 str10 if there isn't a nasty hardness node on it.
I would also add that cave wall seems tobe harder than other rock and ore types. Usually after breaking the first cave wall tile the nearby tiles (which will have changed to some rock type) are easier to chip
