effectiveness of AGI in combat

i was just wondering if there was a way to know how effective an amt of agi is in combat. like if chops cool down is 40 base what is it with 20/30 agi. or is this not what agi is for in combat?

If your agi is higher than your enemies, than their skills will take longer to charge.

it's comparative, and there is a limit to the increase in speed/reduction to speed. 10:11 definitely makes a difference, but 200:201 will be near negligible. I'm trying to recall from memory, but believe it's up to a 1/3 boost or decrease.
