Hello, I passed by a raider town and found a stench of murder. I got to see I could track the perpetrator and track the hearthfire. My question is: Can I track/be tracked if I/the target is in cave/house/cellar and the tracker is in the open world, or vice versa?

Yes, it'll take you to their coordinates still. For example if they're in a house it'll take you to the door of the house. If they're underground then it'll take you to their coordinates but on the surface.
