Improving the quality of items after they are made

Can you improve items Quality after they are already made? some items require a ridiculously hard to get or amount of materials and I think there should be if there is not... like does repairing an item with a high material or higher skills improve it? I just hate to get rid of my first stone axe

Tools like the stone axe don't lose durability, so you can't even repair it in the first place. Only symbel items have durability. Repairing things like looms, kilns, or smelters though, and having the materials used replace the quality would be a nice idea.
