Figuring out free time

So, what time exactly does free time gets recharged? Because I spent hours on the weekend, logged in today and I'm only with 4h of game time, but it was my first login on monday. Maybe time differences made me think I was still on sunday when it was already monday on the server side. SO, what exactly time on monday accounts get reffiled on gmt, so I can be aware of that? I know I should sub, but I'm waiting for my new job that I may start in 2 days, and also a sub will really be costly for me, so I'm waiting economy to change a bit (1.00 of my currency is actually = 0.25 cents of dollar, so 10 dollars = 40 bucks + taxes) to get a sub and verify my account.
