Create a village?

Figuring out how to make a village claim. Naturally, I will need lawspeaking, but I have both Yeomanry and Hearth Magic, but I still can't buy it form the skills menu. I am quite sure I will need materials I haven't discovered yet in order to build the totem, but I am quite sure I need the skill Lawspeaking too, which I can't seem to find.

Lawspeaking isn't a skill anymore. Discover any metal bar and you'll unlock the recipe for the village idol under Adventure -> Hearth.
(And the other materials too but chances are you're missing the metal bar discovery.)

What are the procedures once the idol is built?

Wait 24 hours (I think?), touch idol, pay 30k LP, name village. The 100x100 area around the totem is then claimed and you will be lawspeaker of the newly formed village.
