Ore Quality

Is the ore quality capped by my axes quality? hence if im using a 10/10/10 i wont know if i have a higher q ore node? or is it an average between the ore node and my axe's quality?

Mining tool doesn't cap quality in any way. Higher q tools makes it easier to mine.
