How does claiming works?

Hi,

i build this claim thing and expanded it, that it covers the tile infront of the door of a house and a part of itself.
I had my girlfriend on the friendslist and to test the claim, i had removed her from the friendslist.

The thing is, that she can still access everything in the claimed area and she also can walk through, without activating the criminal mode.

Any ideas?
