Fishing lure discovery requirements

Playing on my alt, I can't figure out what I need to unlock the basic fishing lures. It's been so long since I did it on my main.

My alt has the recipes for bushcraft pole and bonehook, but doesn't have rock lobster or woodfish. He's discovered stone, has stoneworking, carpentry, crafted his own stone axe, chopped his own blocks. He's also crafted the bushcraft pole and the bonehook, but still no discovery. What am I missing?

Are the lures unlocked only after crafting the lure pole? I did it so long ago I can't remember if it's changed from legacy.

This. Lures only work on the rod. The bushcraft pole can only use fresh bait.

I'm rather certain i had some lures unlocked before i crafted the primitive casting rod. I could be wrong though, it was a while ago.

W3-W13 - mostly hermit, with a few brief periods as a crafter/farmer to various villages

You definitely are. The discovery of the casting rod is a prerequisite for the lures.
