How do I? Shoot across water...

Can't seem to shoot across water now. I think Jorbtar broke hunting with bows. I'm 4 tiles away from a bear, and just keep hearing plop over and over. Using a q30 averaged bow and q50 averaged bone arrows, with 35 MM, 60 perception, and 90 agi.
