Bears can walk on water?

I was looking for some information regarding the new animals in Hafen and came across this video:

Is that bear standing on deep water? Also, what are those two guys on boats doing?

The bear is on shallow water up against deep water. The guys in the boats are trapping the bear there so it won't run when the other guys shoot it. Bears break boats and stuff now so this likely won't work anymore.
