Getting brimstone for village claims

I have heard that founding a village now requires 15 brimstone. I was wondering what the intention is behind this, because I was under the impression that this is one of the resources with a global spawn rate, so it will be difficult to get much brimstone even if you a resource nearby.

It's probably intended to globally limit the rate of village creation, yes? If you want to start a village more than someone else who has the resource, maybe you should trade? I have some brimstone, but I've been struggling to find an ice node...

I have found 14 brimstones in few days. I dont think theyre too rare.

Thanks for the input so far. Are there any terrain types that they most common appear in, or is it completely random? Or even terrain types they don't seem to appear in?

Im quite sure its all terrain types. Have seen them in beach/shallow water, mountain, forest. Pretty much everywhere.
