They occur when the developers feel they need to roll out a new world to implement new features or mechanics that would change the game sufficiently to warrant it. In this case, they introduced rare resources and a new world generator that allowed for better river systems and the like. They also decided that the smaller active population required a smaller world. In any case, there's really not a set time between worlds.
