In order to make a pickaxe you need to have discovered hard metal such as iron, bronze or steel and have an anvil and a smithy's hammer to craft it ... if you don't have these things you will have to try and up your axe quality, raise your strength or find somewhere to mine where the rocks wall is not quite as hard, there will be spots you can find to mine with just a basic q10 axe.

Alternatively you could try and trade for one. :)

yeah almost every village has an old pick they want to get rid of? you can also search for surface rocks and smelt those for the iron.

Can you smelt any rock or does it have to be specific ones?

you need 11 bars of iron/bronze to make a pick from scratch. 5 for the anvil, 2 for the smithing hammer then finally 4 for the pick

you'll need to find a few surface boulders to do the job. http://ringofbrodgar.com/wiki/Ore every ore/stone can be found as a boulder but the way the world is, you probably won't find any or only a couple

might be better to wait for rustroot and mine with a stone axe if you don't want to trade

Just dig stone soil to find a better quality stone, make an axe with it, raise strengh and find a less hard wall in your mine.

just to be sure: Does the quality of my pickaxe influence what walls i can mine. As in, can i mine harder cavewalls with higher q pick?

I feel it must be noted that getting a pickaxe does NOT necessarily help with 'this rock is too hard to mine', at least not when the pickaxe is of less than half the quality of your stone axe. Whether or not you can mine a rock depends on your Strength and the quality of your tool; for Pickaxes, the quality value is doubled. This means that a q10 Pickaxe can mine no more walls than a q20 Stone Axe can, and a q25 Stone Axe is able to mine harder walls than a q10 Pickaxe.

If you are able to mine the wall, though, the Pickaxe is much more efficient at it (faster and less stamina drain).
