No, but it caps just about everything that isn't capped by something else

Most items you are getting from nature is from survival. Also crafting some simple recipes.

It doesn't increase the quality, but higher surv won't decrease the q of many itmes.
Example: If U managed to kill q100 bear and going to butcher it, the q of hide/meat and other stuff (except bones) will be caped not only by your butchering tool (axe) q, and by your surv too. So U could have a q100 axe, but if your surv is below that - the q of the stuff won't be 100...
So yes, U should have atleast 1 char with high surv.
Especially for your exploer - U could find a bluebell of q100, but if ur surv is 10 - it will be q10, when gets into ur inv.
