Find snowballs, carrots, and coal if I recall right. Might need a couple of sticks, too, and a pipe.

Then again, I could look at the wiki and see that there's a link to the appropriate thread. Someone posted a screenshot in there of the build requirements.

edit: ok, I can't seem to find it again. I swear I saw a post of the building needs at one time. If someone has it handy, please repost. I don't think I've discovered snow in-game.
