Two axes

I haven't seen this explained anywhere, but it's something I've been curious about. If you have two axes equipped - low quality metal axe and high quality stone axe, which one will be used for activities? Does anybody know?

In some activities (butchering, splitting wood) only quality matters, while in some (chopping blocks) only the material. Is the axe chosen based on which one is more suitable? Or just depending on hand? Or the highest quality? Or maybe random?

I guess I could try some tests if nobody knows, but it would be quicker and easier if somebody knows the answer already
