I've read the wiki on this and I have all the materials to make it but I don't have the recipe to make this? I am pretty sure I have the necessary skills.

How did you get the materials? In order take make one, you actually have to loot all of the materials. It's not enought to find boar tusks in a cupboard in some ruins, you have to loot it from a boar's carcass.

Did you get tanned leather from the tub by yourself?
Did you buthcer the boar for tusks by yourself?
Do you have sewing?
